Need help dumps with PIN code 101

I withdraw ATM money and encounter this error. Can somebody tell me why?

ATM said : " transition is not successful "

If there is a PIN error, Track 1 + Track 2 with Pin error, errors such as stolen, hold which will be changed 100% . But we checked before sending Dumps with Pin to customers so the rate of that was so lowest .
